What is the Green Property Certificate?
The Green Property Certificate is an official digital ownership document issued by the Punjab Land Records Authority (PLRA) under the Punjab Urban Land Systems Enhancement (PULSE) project. It verifies your property's ownership, legal status and precise boundaries using satellite and GIS technology. It is fully computerized, QR-coded and stored in the provincial land information system.
Unlike the old paper-based Fard which only listed ownership status and basic details, the Green Property Certificate provides:

Why Was the Green Property Certificate Introduced?
Property fraud has been a major problem in Pakistan for decades. Fake Fard documents, forged registries and disputed ownership records have resulted in thousands of court cases and financial losses for buyers across Punjab. The Green Property Certificate was introduced by PLRA under Chief Minister Maryam Nawaz's digitization initiative to eliminate these risks by creating a single, tamper-proof, government-backed ownership record for every property in the province.
From July 1, 2026, the Punjab Board of Revenue will officially suspend the issuance of Fard documents for transactional purposes across all districts of Punjab except Sahiwal, Hafizabad and Lodhran. The Green Property Certificate is now the only document accepted by registrars and tehsildar offices for property transactions.
Who Can Apply for the Green Property Certificate?
- Property owners with single ownership land records
- Joint owners of a Khewat, with mutual consent of all parties
- Owners who have completed land partition through the PULSE project
- Overseas Pakistanis, through an authorized representative with a valid Power of Attorney
Important: Your SIM card must be registered in your own name for the biometric verification process. A CNIC-linked SIM is mandatory.

How to Get the Green Property Certificate: Step by Step

Districts Where Green Property Certificate is Available
The Green Property Certificate system is currently operational in 28 districts across Punjab including Lahore, Rawalpindi, Faisalabad, Multan, Gujranwala, Sialkot, Bahawalpur and surrounding areas. The system is being expanded to remaining districts.
Currently exempt districts (will transition later): Sahiwal, Hafizabad and Lodhran.
